Laws alone can not secure freedom of expression; in order that every man present his views without penalty there must be spirit of tolerance in the entire population.
tolerance is exactly what we need, but the problem is that we dont want to take the high road and be the first... so where do we start: do we tolerate the laws for limited expression, or tolerate the penalty that accrues the total freedom of expression.
